    De Woonpas is a forward-thinking Dutch scale-up on a mission to make homes more energy-efficient without putting the financial burden on residents. Based in Amersfoort and part of AutoBinck’s Ebinck division, they’ve developed a model that removes the usual roadblocks to sustainability. No loans, no hassle, and no upfront investment from homeowners.

    Their core solution, the Municipal Sustainability Scheme (GVR®), allows municipalities to finance energy-saving improvements, like insulation or solar panels, while residents pay it off gradually through a betterment tax on the property. The real win? Monthly costs stay nearly the same thanks to lower energy bills, and the levy stays with the home when it’s sold.

    De Woonpas takes care of everything, from home assessments to subsidy applications and installation, partnering only with certified professionals. Their work has already gained recognition from the European Commission and the Dutch government, and they’re expanding across more and more municipalities.

    The challenge: Seamless offline sync for on‑site inspections

    De Woonpas needed a mobile solution that could support their field team in real conditions – low connectivity, unpredictable environments, and a need for speed.

    Their key requirement was full offline functionality. Inspectors had to be able to capture data and high‑res images during home visits, even without internet, and have everything automatically synced to the server once they were back online.

    They had a legacy tool in place, but it wasn’t cutting it anymore. It lacked offline support, was clunky to use on-site, and couldn’t handle large image uploads properly. They needed something more stable, more intuitive, and more aligned with how their team actually works in the field.

    De Woonpas already had the right technologies in mind and strategy in place. What they needed was a reliable tech partner to help them bring their ideas to life.

    The solution – Built for inspectors, not just devices

    To help De Woonpas scale their inspections across municipalities, we worked with them on creating a fully custom tool that fits how their team really works in the field. And, together, we created it from scratch.

    The solution handles high‑resolution photos without choking the device, stores everything locally, and syncs seamlessly once a connection is detected.

    Building customisation

    Inspectors can create and edit building profiles with all the necessary metadata – name, address, building type, and inspection date. The app supports a customizable structure where you can add multiple floors with clear labels, place and count windows per floor or room, add different door types (main, emergency, internal) along with condition notes, and specify roof type, material, and condition. This detailed structure makes inspections precise and consistent.

    Inspection tools

    Inspectors can capture photos of defects or features and annotate them directly in the app. Each building element (windows, doors, etc.) can be rated on condition scales like Good, Fair, Poor. Plus, they can add notes and tags for every component to provide extra context. This means no more ticking boxes blindly – the data tells the whole story.

    Offline functionality (PWA)

    Because fieldwork means unreliable internet, the client wanted the app to be built as a Progressive Web App with full offline support. All data, including large high-resolution photos, is stored locally when offline.
    Then, once the device reconnects, everything automatically syncs with the cloud/server – no manual uploads, no lost data. Inspectors keep working uninterrupted, and De Woonpas gets accurate, up-to-date information.

    The results – Reliable data, smoother operations

    The biggest challenge De Woonpas faced was data synchronisation. Their previous solution couldn’t reliably sync data from the field, which led to delays, lost information, and a growing lack of trust in the system.

    By building a robust offline-first app with automatic sync, we worked shoulder to shoulder with the client’s team to solve that problem at its core. Inspectors can now collect and store data on site – even in low-connectivity areas – and everything syncs seamlessly with the central server once they’re back online.

    This change didn’t just improve the technical workflow – it unlocked operational reliability. No more gaps in reporting. No more duplicated work. Just accurate, up-to-date data the team can act on, across all municipalities.

    That means better decision-making, smoother coordination between teams, and more confidence in scaling up the inspection process.
